You should brush at least twice a day for at least three minutes. It is important to brush at night before you go to bed because otherwise a whole bunch of bacteria will eat away at your mouth all night.
It is also important to brush in the morning as it is likely that bacteria has grown and developed from the things you missed the night before. As a result it is vitally important that you remove these bacteria before it continues to damage your mouth.

Be sure to brush all sides of your teeth, the tongue, and to brush them in various ways. Do straight across and in little circles.

The brush simply cannot reach certain parts of the tooth. However, the floss can reach these parts of the tooth.
