These types are always the safest, and will make others and vehicles more aware of your presence. You will also be able to see the road and avoid any hazards or uneven terrain that could cause you to trip and fall.

Being visible does not only require the use of street lighting; you will also have to dress appropriately so that vehicles will be aware of you and less likely to hit you. The best way to do so is by wearing light clothing, especially bright colors like white, orange, or yellow.
